Eastern Charlotte Council Addresses Development and Community Concerns

Eastern Charlotte Council held its regular August meeting at Magaguadavic Place in St. George, New Brunswick, addressing a range of topics from traffic studies to community events, and sharing significant municipal updates.

Traffic Study and Bylaw Amendments

A major focus of the meeting was the third and final readings of bylaws Z 2.4 and Z 2.5, which involve amendments to the rural plan for Blacks Harbour. These amendments are designed to facilitate both commercial and residential development in the area. Chief Administrative Officer (CAO) Jason Gaudet underscored the importance of these changes, stating, "This would allow for some of that work that's been pending to continue to get underway."

Municipal Emergency Response Plan

Another critical item on the agenda was the municipal emergency response plan from the Emergency Measures Organization (EMO). Council decided to forward the proposed plan to the Public Safety Committee for further review and recommendation.

Community Reports and Concerns

Council also received various departmental reports, including updates from the General Government, Fire Department, and Public Works. Gaudet provided an overview of ongoing projects and challenges, noting, "We are still continuing to quote out and look for contractors to give us a full quote on the project of docks at the lower basin."

Councillor Wayne McQuarrie took the opportunity to thank the Public Works Department for their assistance with a community project. "I want to thank the Public Works Department for coming out today to the memorial out on the airport; they saved us a lot of time digging holes," he said.

New Business and Community Engagement

Under new business, council discussed an economic development cooperative agreement involving three municipalities. Councillor Alexa Detorakis expressed concerns about the potential workload and financial implications, suggesting that the matter be postponed. "I think it should be tabled until September, October, or whenever council decides," she recommended, leading to a unanimous decision to revisit the issue in October.

Council also considered a variance extension for a food truck operating on Route 172 in Pennfield. After a detailed discussion, council extended the temporary use authorization for an additional 12 months. Councillor Darrell Tidd read the motion, stating, "Be it resolved that council, municipality of Eastern Charlotte, will consider the rezoning application that would permit a takeout restaurant on a permanent basis at 22 Route 176."

Public Participation and Future Initiatives

The meeting featured active participation from residents during the public presentation segment. Sam Rubin, a former councillor, raised concerns about the building permit process managed by the Regional Service Commission, sharing his frustrating experience. "Eight weeks of good weather, eight weeks of a contractor. Now who's not going to come?" he said, urging the council to address these bureaucratic delays.

A resident named Karen voiced concerns about the maintenance of the Day Adventure Centre, particularly the bandstand. "I would like to see the lumber in the yard, either to rebuild or fix it up before we just go in and rip it down," she advocated, pushing for a more proactive approach to community beautification.

The meeting concluded with several announcements about upcoming community events, including the Back Bay Summer Night Market, a fundraising event at Magaguadavic Place, and the 38th annual Blueberry Festival in Pennfield. "This coming Saturday, you don't have to leave Eastern Charlotte. There's all kinds of stuff going on," said Mayor John Craig, encouraging community engagement.

Council scheduled its next meeting for September 18, 2024, at Magaguadavic Place.
