Eastern Charlotte Council Meeting: October 2023
The October 2023 council meeting for the Rural District of Eastern Charlotte covered a wide range of important topics that will have a significant impact on the municipality. One of the highlights of the meeting was the announcement by Adrienne Boudreau, the chief operating officer of the YMCA of Greater St. John, regarding the intention to expand their child care services in Eastern Charlotte. This expansion will provide much-needed support to families in need and strengthen the community's foundation.
The passing of several bylaws was also a major focus of the meeting. Bylaw EC -6, concerning all terrain vehicles on municipal roads, had a date set for a public hearing. Bylaw EC-7, which focused on streets and traffic in St. George, had its third and final reading. Bylaw EC-8, related to the fire department, had its first and second reading, with a date for a public hearing also set. Bylaw EC-9, addressing the remuneration of firefighters, was discussed, and a date for a public hearing was determined. These bylaws will have a direct impact on the community's safety and infrastructure.
Council also discussed the consolidation of the five-year capital investment plans of the town of St. George and the village of Blacks Harbour into a single plan. This consolidation is crucial for efficient coordination and utilization of the gas tax fund, which will be used for road paving, resurfacing, and sidewalk upgrades. This infrastructure improvement will benefit both areas and contribute to the overall development of the community.
Other important matters discussed during the meeting included the tendering of surplus assets, specifically the Day Adventure Centre, which will be removed to create green space while exploring long-term revitalization options. The council also awarded a tender for air packs and bottles for fire protection, enhancing public safety measures.
The council meeting also addressed concerns regarding transparency and accountability. The adoption of accurate and complete minutes from previous meetings was emphasized to ensure transparency in decision-making. Additionally, citizens raised concerns about closed and special meetings, urging the council to share more information with the community.
