Eastern Charlotte Council Wraps Up 2024 with Key Approvals

In a regular council meeting for December 2024 held at Magaguadavic Place in St. George, New Brunswick, the Municipality of Eastern Charlotte addressed several critical issues impacting the community. The session, which marked the 23rd official meeting for the council, focused on topics ranging from financial audits to infrastructure projects.

Andrew Logan from Teed Saunders Doyle presented the financial audit report for Eastern Charlotte. "I’m pleased to say, based on the results that we did, the work that we did, the testing, all of the evidence that we reviewed, the policies, the procedures that we reviewed, we found no material errors or issues within the accounting system or financial system," Logan reported. The audit revealed a strong financial position for the municipality with a positive net asset balance of nearly $600,000 and a total accumulated surplus of $18.5 million.

The council unanimously approved the financial audit report.

The meeting also discussed the designation of a new private road as part of the Hollows Golf Course housing development. "Working with the developer, they’ve suggested Hollows Drive," explained Jason Gaudet, Chief Administrative Officer of Eastern Charlotte. The council approved the motion to designate the roadway as Hollows Drive.

The council also addressed updates to the human resource policy, focusing on travel and meal allowances. The updated policy aligns with the Government of New Brunswick standards and includes adjustments based on the Consumer Price Index. "We do have a bit of a note in there as well that those rates will be affected with the consumer price index from the previous calendar year," Gaudet noted.

A new dog control bylaw was introduced, with the council approving its first and second readings. The bylaw aims to regulate dog ownership within the municipality, including licensing through an online platform provided by the SPCA. "Residents could then go online and not only license their dog, but also they can get everything from little tags to tracking collars," Gaudet explained. This initiative aims to streamline the licensing process and promote responsible pet ownership.

The council also tackled year-end financial transfers, authorizing the movement of $100,000 from the operational reserves to the general operations fund. Additionally, $450,000 was transferred to capital reserves, aimed at supporting future infrastructure projects. "We’re just going to fix that now. We take $100,000 from the operational reserve," said Gaudet, explaining the necessity of the transfer.

In terms of community beautification, a motion was passed to establish a beautification committee specifically for St. George. This initiative responds to community concerns about maintenance and appearance, with the aim of fostering a welcoming environment for residents and visitors. "I think when I spoke to the other members of this beautification committee, they thought it was best to just start small," remarked Councillor Alexa Detorakis.

The meeting concluded with public presentations, where community members had the opportunity to address the council.
