Neepawa Council Meeting: Progress, Projects, and Priorities

Before the meeting officially began, council members engaged in a productive question-and-answer session with representatives from the Neepawa and District Chamber of Commerce. Mayor Hedley described the discussion as “very productive,” signalling a strong partnership with local business leaders.

Council Reports: Updates on Community Initiatives

During Council Reports, Councillor Sisley highlighted Neepawa’s ongoing effort to personally welcome newcomers at HyLife, fostering a sense of community and inclusion. Councillor Parrott provided updates on new bylaws from the Neepawa and Area Planning District. Meanwhile, Councillors Nadeau and Gerrard shared details of upcoming projects to prepare the area for winter and next spring, including tree planting and maintenance work on trails and buildings.

Manager of Operations: Addressing Key Infrastructure Needs

Manager of Operations Denis Saquet began his report by addressing issues raised in the council updates. The town plans to apply to the “Two Billion Trees” program again this year, and discussions are underway to install riprap to prevent potential washouts in the development east of town.

As the first snowstorm of the year hit, yard waste collection has wrapped up, and snow clearing is now underway. Saquet also noted that contracts for animal control and waste collection are up for renewal, with updated snow-clearing prices in development. Looking ahead, preparing next year’s operations budget remains a major focus for his department.

Agreements for Water Infrastructure

CAO Synchyshyn presented two agreements for council approval, both related to the Oberon well site. Because the site is located in the former RM of Langford, the town must update its agreement with the Municipality of North Cypress-Langford. Additionally, an agreement with Manitoba Hydro is required to extend service to the new well, a critical step for the project.

Applications to Provincial Funding Programs

Council is submitting applications to the Manitoba Growth, Renewal and Opportunities for Municipalities Program for two key projects. The top priority is improving road access to the new hospital and planned future school. The second application focuses on the engineering and design of a bridge on Hurrell Road. Given the program’s limited funding, the council has emphasized the importance of securing support for the road access project.

Development Incentive Bylaw: Attracting Growth

Council also held the first reading of a new development incentive bylaw, which updates the 2017 version. This bylaw offers broader options to encourage housing development and attract businesses and industries. CAO Synchyshyn clarified that the incentives do not involve tax breaks but instead allow the town to phase assessments onto the tax roll incrementally, supporting sustainable growth.
