Town of Saint Andrews Regular Council Meeting for October 7, 2024 on CHCO Television

The Town of St. Andrews Council addressed a range of issues, from community development projects to fiscal concerns, at its October 7 meeting. The meeting, held at the WC O’Neill Arena Complex, saw all councillors present, with Councillor Steve Neill participating remotely due to a recent surgery.

Vicki Hogarth – Local Journalism Initiative

Council opened the session by unanimously approving a motion to illuminate Town Hall in blue and purple on October 17, 2024 in support of the "Light It Up for NDEAM" campaign, which promotes disability awareness. 

Waste Collection Contract Secured

Deputy Mayor Kate Akagi announced that Southern Sanitation Limited was awarded the town’s solid waste collection contract. The three-year agreement, set at $19,665.59 per month, is part of the town’s broader local government reform strategy. 

"Staff are satisfied the lowest bidder met all the conditions of the tender and recommend awarding it to Southern Sanitation Limited," said Akagi. "So the action or the motion is this, that the Council of the Town of St. Andrews award tender TSA 2024-05, Solid Waste Collection and Disposal Services to Southern Sanitation Limited for a monthly fee of $19,665.59, HST Inclusive. And enter into a three-year agreement for the provision of this service. And I so move this year."

Public Works and Event Support

Council also approved the temporary closure of King Street between Water Street and Queen Street on October 19, 2024 for the Indulge Farmers Market, an annual event that draws both residents and visitors. Councillor Mark Bennett highlighted the market’s role in boosting local businesses and fostering community engagement.

In other development news, council gave the first reading to zoning amendments that would allow Harbour Town Builders to proceed with a new subdivision on Mowat Drive. Councillor Annette Harland supported the project, saying, “This development of two-story homes is a positive step toward managing our community’s steady growth.”

Budget and Tax Rate Concerns

A significant portion of the meeting was devoted to budgetary discussions, sparked by a mailing to residents outlining proposed property tax rates. Councillor Darryl Weare raised concerns about the town’s water and sewer utility costs, urging for a more transparent approach to departmental budgeting.

Councillor Bennett echoed this sentiment, particularly regarding potential tax increases for residents in Bayside and Chamcook. “There’s a 20% increase being proposed in some areas, and it’s difficult to justify that to our neighbours without a clearer explanation,” Bennett remarked, calling for a reassessment of the budget proposal.

Environmental Health Update

Council also reviewed a summary report from NB Lung regarding a recent radon study. The report found that St. Andrews’ radon levels are below the provincial average, but Councillor Marc Blanchard recommended retesting in five years. “While there’s no immediate concern, we need to remain vigilant about environmental health,” he said.

Community Engagement and Infrastructure

Deputy Mayor Akagi took a moment to thank residents for their participation in recent community events, acknowledging that improvements to sound equipment at gatherings are needed. He encouraged residents to take part in upcoming budget discussions, particularly those in areas like Bayside and Chamcook, where concerns about tax rates remain high.
