The Decision Makers: Deputy Mayor Brian Hedley (Part 2)

In the second half of our interview with Deputy Mayor Hedley, we continue our conversation about the many hats he wears on Council. Watch Part 1 here.

The rapid growth of the town is a primary factor in much of the work that the town council has been doing. Housing has been a particular issue for some time, and while many new developments have alleviated some of that, Hedley says there remains a lot of pressure on schools and daycares despite the fact that both have already seen expanded spaces in the last couple of years.

One of Hedley’s other roles on Council is as town representative on the HAND board, or Home Assistance Neepawa and District. He became involved prior to his time on Council, when his mother relocated to Neepawa, and it remains a rewarding position for him. Among other services HAND serves 400 to 600 community meals a month, and Hedley is also involved with the local Meals on Wheels program through his membership in the Rotary Club of Neepawa.

At the other end of the age spectrum, Hedley indicates that the many new young families in the community, especially those from other cultures, has led to a change in recreational priorities for the Council. Where once hockey was king, now more funds are being directed into things such as bike trails and basketball courts. He notes that they are paying particularly attention to ensuring there are low-cost activities available for families.

Hedley says he would like to see someone from the newcomer community on Council, but recognises that young people with families don’t have the kind of scheduling flexibility that can be necessary when serving on Council. But when it comes to finding other ways to participate in town decision making, especially for people who are not citizens, he suggests getting involved during the budgeting process.

“At budget time we have an open house to the public for budgeting,” says Hedley, “and that’s a perfect opportunity to come in and see what direction the town is going, to participate in the discussions at that time.”

Along with Mayor McCutcheon, Hedley plays a regular role in welcoming newcomers to the community. The town works with HyLife Foods, the major employer of new Canadians coming to the area, to participate in their introduction and training program. Hedley says he addresses a group of new arrivals, previously in person and more recently through Zoom, at least once a month.

While Deputy Mayor Hedley hasn’t confirmed another run at Council next year, or possibly trying for the big seat, he does say that he feels like his work with the town is just beginning.
