Neepawa Town Council Prepares for 2025: Key Updates and Discussions

At its final meeting of 2024, Neepawa Town Council reviewed year-end reports, set priorities for the coming year, and addressed pressing issues, including recycling, doctor recruitment, and affordable housing.

Council Reports Highlight Local Challenges

  • Affordable Housing: Councillor Kostenchuk reported increased inquiries about affordable housing at the Home Assistance Neepawa and District (HAND) office, reflecting growing demand in the community.
  • Yellowhead Centre: Councillor Pottinger noted that the Yellowhead Centre, facing scrutiny due to the aging arena’s condition, is working through rink contracts and budget considerations, with potential upgrades or replacements looming.
  • Snow Clearing and Operations: Manager of Operations Denis Saquet shared updates on snow clearing, prioritizing the business district and school zones. His department is also collaborating with the finance committee to develop the 2025 budget.

Doctor Recruitment and Retention

Deputy Mayor Parrot emphasized the importance of fostering a welcoming and connected community to attract and retain doctors. Based on feedback from a new recruit, Parrot suggested that while financial incentives can be effective in the short term, creating a community where doctors and their families can thrive is a more sustainable approach.

Recycling and Environmental Stewardship

Multi-Materials Stewardship Manitoba’s report on waste and recycling in Neepawa revealed an increase in recycling contributions, likely tied to population growth rather than improved recycling habits or reduced contamination. The study provides valuable insights into the effectiveness of the town’s recycling program.

Support for the Handi-Van

The Handi-Van organization formally requested Council consider an annual contribution of $1.80 per capita—approximately $10,000—to support operations and save for future vehicle replacements. The request has also been extended to neighboring RMs.

Age-Friendly Manitoba Grant

Neepawa received a grant to fund a collaborative initiative involving HAND, the Handi-Van, ArtsForward, and the Town’s recreation department. This program aims to enhance social opportunities for seniors, with more details to come in the new year.

Additional Updates

  • RCMP Negotiations: Correspondence from the Association of Manitoba Municipalities (AMM) addressed collective bargaining for the RCMP, which is critical for Neepawa as one of 21 municipalities with a Municipal Police Service Agreement.
  • Interim Operating Budget: Council approved a $2 million interim operating budget to maintain operations between January 1 and the passage of the 2025 budget.
  • Other Topics: Discussions included the 2025 clinic lottery, access roads for the new hospital area, and a lease agreement for recently purchased land that will remain farmland until development begins.

As Neepawa and area’s local access television station, NACTV has been serving the community since 1977. The station is a community-owned not-for-profit organisation that broadcasts 24 hours a day and reaches homes throughout Manitoba and Canada on Bell ExpressVu 592, MTS Channel 30/1030, and WCG 117 as well as streaming online at nactv.tv.

NACTV’s content is primarily filmed and produced by local volunteers and focuses on issues, activities, achievements, sports, and news by, about, and of interest to our community.  

Neepawa is located in western Manitoba, about two hours west of Winnipeg and 45 minutes southeast of Riding Mountain National Park.
