Rosedale Council: Policy for Property Approaches Becomes More Pressing

This month’s Council meeting for the RM of Rosedale featured the return of the delegation from Spring Hill Colony, this time to discuss their recent requests to Council. Over the past few months, Council has been addressing the issue of culverts and approaches throughout the municipality. However, as a bylaw to address these requests comprehensively has not yet been finalized, each request is currently handled on a case-by-case basis. Depending on the timing and specific circumstances, decisions may vary.

Such is the case for Spring Hill, which received one response to its initial request and a different one for its subsequent request. Seeking clarity, Spring Hill approached Council again. In turn, Council used this opportunity to gather feedback on the options they are considering. While no decisions were altered during the discussion, Council reiterated their commitment to developing a unifying bylaw for the entire municipality. They plan to pause further decisions until this bylaw is complete.

Additionally, Council reviewed correspondence from the Harvest Sun Festival, an annual event held in Kelwood that features a large quilt show among other attractions. The organizers are planning to build an arboretum to display quilts, create a water feature, and plant trees in the area. They are not seeking funding from Council, only permission to proceed with the projects as they involve municipal land. Council expressed support for the initiatives, suggesting tree planting programs the organizers might qualify for with municipal participation. They also proposed the idea of officially designating the area as a park to safeguard the location and festival upgrades from future development. This proposal remains in the discussion stage.

Other topics addressed at this month’s meeting included gauging support for a widespread composting project, exploring solutions for the municipality's ongoing gravel needs, maintaining trails on a shared boundary road allowance, addressing imminent bridge repairs, and the need for strategic planning.

NACTV’s content is primarily filmed and produced by local volunteers and focuses on issues, activities, achievements, sports, and news by, about, and of interest to our community.  

Neepawa is located in western Manitoba, about two hours west of Winnipeg and 45 minutes southeast of Riding Mountain National Park.
