In Episode 31 of The Record, Civic Journalist Jake Boudrot attended the committee-of-the-whole session of Richmond Municipal Council on Dec. 2 in Arichat.

Following the meeting, he spoke with Warden Lois Landry and Deputy Warden Brent Sampson about key agenda items discussed during the session.

During a quarterly presentation by Rachelle Samson from the Cape Breton Regional Enterprise Network, council reviewed plans for a proposed green cement project in the region. The project sparked interest among councillors, highlighting the municipality’s potential role in sustainable development.

Council members also reflected on their experience at the Nova Scotia Federation of Municipalities’ Fall Conference, held in Halifax from Nov. 27 to 29, where they explored strategies for strengthening municipal governance.

District 4 Councillor Amanda Mombourquette provided an update from the Strait-Richmond Housing Matters Coalition regarding the service-based count of individuals facing housing insecurity in eastern Nova Scotia and Cape Breton. Councillors expressed disappointment upon learning that housing insecurity numbers have risen since the end of the COVID-19 pandemic.

Chief Administrative Officer Troy MacCulloch’s report included a request from Destination Cape Breton to administer the Cape Breton tourism marketing levy. While District 3 Councillor Brian Marchand's initial attempt to add a request for four years of financial records from Destination Cape Breton to the agenda was unsuccessful, council later agreed to the request.

The CAO’s report also touched on the municipality's growing deer population. Councillors discussed the need for accurate population measurements before engaging the Department of Natural Resources and Renewables to address the issue.

The meeting covered a range of pressing community concerns, reflecting the council’s ongoing commitment to sustainability, transparency, and addressing regional challenges.
