Final meeting of outgoing Schreiber Council

This would be the last meeting for the outgoing council in Schreiber. As per usual the meeting would start with a land acknowledgement then the approval for this evenings agenda.

  • Question period has been moved to the beginning of all future meetings in order amend the current agenda and have those concerns presented in a timely manner at the meetings.
  • There were no submissions during this meeting and the next item up was to accept the minutes from the previous meeting held 2 weeks earlier. This was carried.
  • Business arising from minutes centred on expenditures or repairs to infrastructure, the first being the costs to water treatment plant hardware and chemicals. The next item was accepting the quote for the replacement of the garage overhead door, then the quote for the perm patch delivery for road repairs. A quote for the renewal of the Casque Isle Trail signage fees was accepted. Updates to fire equipment and the associated costs were approved. Costs for parts and labour for the repair to heating units at the library, the arena and town garage were also approved.
  • Property taxes write offs were the next item up. It was never mentioned what the reasons were but the motion was carried.
  • Accounts for payment deals with bank debits and cheques issued for the costs of operation to the township including payroll.
  • A motion to accept the rescinding of a previous bylaw was accepted with no mention of what the bylaw actually was. Once again the public are left unaware.
  • Quotes for the hardware upgrades to the snow plough were approved.
  • Asset management program contribution agreement was finally finalized and accepted.

Committee of the Whole portion of the meeting allows the various committees to submit reports and status updates:

  • First up was the property tax write offs presented by CAO Nathan Dias. No discussion as what is involved.
  • Director of Operations report was presented with some discussions taking place regarding additional expenses in regards to the children splash park. Some funding is available for finishing up landscaping around the park in the spring. Garbage bins for the downtown were another consideration and were not included in the original plan. The final design for the Pavilion has not yet been decided and that project will only start in the spring of 2023. The pavilion would provide shade to residents and kids using the water park. 
  • Bylaw enforcement report was glanced over and some new bylaws have been proposed but have been discussed in closed meetings and not currently made public. Bylaw enforcement remains a challenging issue as many are sorely outdated. ATV’s driving on public roads is one issue that needs to be addressed as there were no such vehicles when the original bylaw was enacted.
  • Recreation Department report highlighted a few issues. Costs of programmes and role of recreation will be discussed.
  • Library Board meeting minutes were submitted.
  • OPP police report confirmed very little changes in crime or enforcement in town.
  • Communications featured a discussion on the “more homes, build faster” proposal from the provincial government. There are ramifications for towns in regards to community planning and zoning if the legislation is passed. 
  • Hiking trail proposals and issues were discussed.
  • Unfinished business highlighted the upcoming Christmas social to be held in December. Costs and logistics of setup and catering had yet to be finalized and a discussion ensued. Some changes have been recommended such as scrapping the gift giving portion and finalizing the guest list. 

Finally Mayor Mullins thanked the outgoing council members for their contributions and requested the meeting be closed.

Schreiber Community Media is a non profit organization established with the aim of providing media production services and training for the residents of Schreiber and surrounding areas.  Schreiber is located on the north shore of Lake Superior approximately two hours east of Thunder Bay. 

The Schreiber Media Centre is locating in the Schreiber Public Library and includes tools for  recording, live streaming and post production of audio and video.
