Schreiber Council Concerned Over Bank Closure

The Township of Schreiber held its first council meeting of the year on January 14, 2025. Discussions included municipal planning updates, financial approvals, infrastructure projects, and the upcoming closure of the local Bank of Montreal branch.

Robert Miller, the township planner, provided an overview of necessary updates to the Official Plan and Zoning By-law. He highlighted legislative changes affecting housing policies, particularly new regulations allowing additional residential units. Miller emphasized that while the township's existing plan is strong, updates would align with new provincial policies and development opportunities.

Financial Approvals:

  • Insurance Renewal: Beno Insurance was awarded the 2025 insurance coverage contract for $163,376 plus applicable taxes.

  • Library Board Appointment: Jill McCray was appointed to the Schreiber Public Library Board for a term ending in November 2026.

  • Accounts for Payment: Council ratified payments totaling $53,797.55 for October 2024 and $546,008.59 for December 2024, with a portion allocated to mutual aid services for a fire incident.

  • Procurement Policy Update: The council deferred approval of a revised procurement policy, which includes a new purchase order system for improved financial oversight.

Enacted By-laws:

  • Tax Levy and Payment Policy (By-law 1-2025): Regulates tax collection and penalties.

  • Sale of Surplus Property (By-law 2-2025): Outlines procedures for disposing of township-owned land.

  • Procurement of Goods and Services (By-law 3-2025): Defines purchase thresholds and approvals.

Infrastructure Updates:

  • Wastewater Treatment Plant: The state of emergency remains a key concern. Both clarifiers are operational, but chemical pump failures and sludge return box replacements are ongoing.

  • Senior Center Renovations: Construction is set to begin in March 2025.

  • Outdoor Rink: The rink is operational despite weather challenges.

  • Sterling Dump Truck Repairs: Council approved a $6,192 repair to keep the essential vehicle in service.

  • Recycling Collection Updates: Beginning in 2026, recycling pickup will shift to a biweekly schedule under new provincial regulations.

BMO Branch Closure: Council discussed the impending closure of the Bank of Montreal (BMO) Schreiber branch, effective July 25, 2025. Concerns were raised about the impact on local businesses and residents, given the significant travel distances required for in-person banking. A public meeting is scheduled for February 12, 2025, to address customer concerns. The township is engaging with regional representatives and other municipalities to explore alternatives and potential banking solutions.

Additional Initiatives:

  • Strategic Plan Implementation: A structured plan with timelines and funding estimates has been developed, with quarterly updates planned.

  • Tourism Signage: The township will continue funding directional signage to promote key attractions.

  • Recreation Programming: A comprehensive 2025 activity plan was presented, aligning with the township's strategic goals.

  • Volunteer Firefighter Support: A proposal was made to provide free gym memberships for volunteer firefighters, recognizing their role in emergency services. Council will review feasibility and associated costs.

The meeting covered critical financial decisions, infrastructure projects, and economic development initiatives. The closure of BMO remains a primary concern, with council committed to advocating for local banking solutions. Moving forward, the township will focus on updating planning policies, improving procurement processes, and advancing key infrastructure projects.

Schreiber Community Media is a non profit organization established with the aim of providing media production services and training for the residents of Schreiber and surrounding areas.  Schreiber is located on the north shore of Lake Superior approximately two hours east of Thunder Bay. 

The Schreiber Media Centre is locating in the Schreiber Public Library and includes tools for  recording, live streaming and post production of audio and video.
