Terrace Bay Council Amends Hydro Bay Policy and New Board Members Named
Terrace Bay Council met for the last time this December to finish off the business for the year.
First, the minutes of the previous meetings were approved and adopted.
The second item on the agenda was the proposed updates to the official Emergency Plan but that item was pushed forward due to a technical delay for the Hydro Bay amendment discussion.
CAO John Hall informed council of the new regulations regarding emergency planning. The main point was a need for power back up needs during an emergency. The recommendations were approved.
Once the connection was sorted out the next item, the final draft of the amendment to the Hydro bay subdivision plan was discussed. One of the items that needs to sorted out had been previously discussed. It was regarding the septic system at the proposed new subdivision. Council agreed to the request for the updates to made official.
A majority of this meeting revolved around placement of board members to the various committees. At the previous meeting, each councillor had been assigned a committee to hold in their portfolio. The positions that need to be filled are additional positions on the various boards.
A bylaw to approve borrowing for 2023 was discussed and approved and was needed in order to proceed with budget planning for the following year. The treasurer also presented a report on the escalating costs of insurance to municipalities. There seems to be a trend towards higher rates and fewer providers and this is causing increased stress to the financial planning of most smaller municipalities as cost soar to new levels.
The public works department made a request that fees be waived at the landfill site during the Christmas break and that the opening hours during that period be adjusted.
Finally the bylaw to approve payroll and disbursements was voted on and approved.
Next meeting will be held in early January.
