Despite Preparation, Transition Between Councils Can Be Bumpy
The first order of business at the Rural Municipality of Rosedale’s meeting was to approve the myriad bylaws necessary for the running of the Council for the next four years. These included establishing remuneration for Council, governance, organisational structure, and code of conduct. Details on these were circulated to all Council members, both new and returning, as part of their orientation. As well, Council members were all given copies of municipal policies including but not limited to expenditures, land sales, water connection, and private works.
The municipality has been having difficulty with a mower purchased back in 2020, and are seeking some compensation from the manufacturer. The Rosedale CAO ran down a history of communications with the company, including the most recent, which detail steps taken to remedy the problem including replacing parts. The majority opinion of Council was that the mower was not up to the task and will be seeking a trade in.
A request for tenders has gone out for the new non-potable water line into the Rosedale Fire Hall. The municipality will also be receiving assistance from the Water Services Board in the installation of the water line.
The major topic discussed at the meeting was the unauthorized construction of a portion of road with municipal resources. This was a project that had been turned down by Council as it would have required pushing through virgin bush. However, municipal staff were told to go ahead with the road in spite of this, later found to be on the authority of a Council member who was leaving their position on Council. As the project is now half done, Council felt they had no choice but to complete it, however they are looking into ways to ensure someone is accountable for the action.
Also discussed were funding requests, tenders for purchase of a utility trailer, update on disaster financial assistance, municipal tax deadlines, and policy for restoration of survey monuments.

The station is a community-owned not-for-profit organisation that broadcasts 24 hours a day and reaches homes throughout Manitoba and Canada on Bell ExpressVu 592, MTS Channel 30/1030, and WCG 117 as well as streaming online at nactv.tv.

Neepawa is located in western Manitoba, about two hours west of Winnipeg and 45 minutes southeast of Riding Mountain National Park.
