Schreiber Council held its first meeting for 2023. The first item on the agenda was a presentation by Erin Orr from PSD Citywide on Asset Management planning.

Her report provided an understanding of what exactly assets mean to a municipality and about future and current services that need to be planned for - assets such as various forms of infrastructure. As Orr explained, the goal is to help meet a required level of service in a cost effective manner, which is determined by finding a balance between the cost, performance and risks associated with the assets in question.

A report on asset management planning is required by the province of Ontario for all municipalities. Replacement costs are also included with an updated plan in order to provide clarity on financial status. The current report showed a deficit currently that could accelerate rate hikes. A discussion followed  on next steps regarding asset management with the target of a final plan to be implemented by 2025. There were no questions for Orr during question period.

Minutes of previous meetings were adopted and accepted.

Support for needed veterinary services was agreed on.

A grant in aid of the Harvest Cupboard Food Bank was accepted in order to offset the costs of the Christmas hampers. Food bank usage has risen 12% over the last year.

Bank debits and transfers for various departments was approved and ratified.

A quotation for insurance for the municipality from Beno Insurance was brought forward. The coverage cost will increase 14% again this year. Insurance rates are becoming more unaffordable for small municipalities and the premiums reflect this rise in costs. Michael Beno from BFL appeared before council to explain the causes of the increases and gave an update on the current state of insurance costs. He explained that external factors are driving the increases.

A bylaw to address late payments and penalties was voted on and approved.

The first department report was from the Director of Operations. An update on the ongoing heating issues of the municipal centre was given. It is hoped that the new system will be fully operational by next month. Director Tammy Ibey recommended a tour of facilities for council in order to highlight the current challenges facing the municipality. 

A feasibility study will be done to determine the next phase of the Casque Isles trail improvement costs.

The bylaw enforcement report stressed the need for a new noise bylaw and resolving snow removal complaints.

Festival committees were a hot topic as the Winter Carnival approaches. Staff resources and volunteerism needs to be included in committee planning.

The Library report stressed the importance and successes of the Public Library.

The OCWA report on sewage showed an increase in sewage removal and seasonal chemical use. An inspection had been conducted earlier last year and showed significant improvements over the previous term.

Unfinished business focussed on councillor training during the AMO and MMHA conferences.

The beautification study is recommending more benches and picnic tables on empty lots.
