New Westminster Council Considers Bylaw on Anti-Abortion Graphic Images
On September 9, New Westminster City Council addressed growing concerns about unsolicited graphic images distributed by an anti-abortion group. A delegate told the council that these disturbing images, handed out in residential areas, are traumatizing for children and upsetting to unsuspecting residents.
The council discussed a proposed bylaw aimed at addressing the issue. Under the new rules, any graphic images would need to be sent in sealed envelopes, with clear identification of the sender on the outside. Council members stressed the need to balance free speech with protecting the community, especially vulnerable groups like children.
The issue has been tackled in other Canadian cities. In 2021, London, Ontario, became the first city to pass a bylaw requiring graphic anti-abortion material to be enclosed in non-transparent packaging with a warning label. Similar rules were later adopted in Mississauga and Toronto. According to the *London Free Press*, incidents of residents receiving unsolicited images dropped by 80% after the bylaw came into effect.
Experts warn that graphic images can have a lasting impact on children. Dr. Sarah Armstrong, a child psychologist at BC Children’s Hospital, explained the emotional toll. “Graphic images, especially those showing violence or distress, can lead to anxiety, nightmares, and confusion in young children. Protecting them from such content is essential for their mental well-being,” she said.
Some members of the community have voiced support for the bylaw, citing the distress caused by the images. Others argue it infringes on free speech. The council is expected to hold a vote on the proposed bylaw later this month.
