The February 25th Council and Committee of the Whole Meeting commenced with an acknowledgment of the Robinson Superior Treaty territory. Following the approval of the agenda—including an add-on regarding the Director of Operations’ report on the senior’s renovation grant—there were no disclosures of interest.

The meeting featured one delegation: Aaron Fewkes, Vice Principal of Schreiber Public School, who provided council with an update on the school’s initiatives. He highlighted efforts to foster inclusivity, joy in learning, and strong community partnerships through programs such as a Thanksgiving festival, sewing clubs, and character education. Fewkes also introduced a long-term proposal for a commercial greenhouse in downtown Schreiber, designed to provide fresh produce year-round while integrating educational programs. Seeking council support, he outlined potential funding opportunities through grants and partnerships with Lakehead University, local organizations, and businesses. Additionally, he requested the donation of two large food waste cyclers to support composting education.

Council then addressed several resolutions, approving the purchase of SCBA air cylinders for $5,800, a $9,050 repair invoice for the grader, and a $7,820 repair for the Sterling dump truck. A $140 donation of a fitness room membership for a local charity event was also approved. Furthermore, council ratified general bank account debits totaling $3,265.60 for December 2024 and authorized an agreement with the province of Ontario regarding fire protection service reimbursement. Councilor Dan McGrath was designated as the voting authority for an upcoming municipal league meeting.

The CAO presented proposed policies on employee performance evaluations and discipline, both of which were well received by council. An update on the state of emergency reported expenditures of $534,411.97, with additional work still pending. While grant funding options remain uncertain, a loan application is expected following project completion.

Economic Development Officer Jamie Spadoni provided a report detailing ongoing grant applications, including summer job grants and an Ontario Trillium Foundation capital grant aimed at improving the arena and ball field. Council reviewed potential funding sources and discussed contractor concerns related to the senior renovation grant, exploring cost-saving alternatives.

Other key discussions covered updates on a business licensing by-law, council representation on committees, the potential revival of the Youth Committee, and participation in the NOMA 2025 conference. Council also agreed to a $150 contribution for the NOMA swag bags.
