ClicPortneuf.TV's local journalism provides both sides of the coin in the Bastican-Neilson ZEC case

The local journalism of ClicPortneuf.tv has made a difference for users of the ZEC Batiscan-Neilson as well as all people involved in the issue of ZEC pricing in Quebec.

The authorities concerned had great difficulty making themselves heard by the users of the Zec Batiscan-Neilson who did not want pricing for the use of the territory. They wanted the status quo, but the government's Bill 19 required annual pricing.

The members of the board of directors therefore made the decision to respect the law. However, this decision sparked discontent among the population towards the members of the board of directors. The president even received threats and insults.

There was a meeting at the Rolland-Dion multifunctional center in Saint-Raymond. Journalists were not supposed to attend, but I went because a demonstration was planned. When I was finally allowed into the room, I could see the anger of the population and the impossibility for Zec Batiscan-Neilson to express its point of view.

A deadline for agreement was therefore issued. After this session, the president called me for an interview following an agreement with the MRC of Portneuf, the Portneuf Economic Development Corporation and Zec Batiscan-Neilson. They were able to speak openly about the why of the pricing.

The Community Media Portal has been funded by the Local Journalism Initiative (the LJI) of the Department of Canadian Heritage, and administered by the Canadian Association of Community Television Users and Stations (CACTUS) in association with the Fédération des télévisions communautaires autonomes du Québec (the Fédération). Under the LJI, over 100 journalists have been placed in underserved communities and asked to produce civic content that underpins Canadian democratic life.
