This episode of Strait Talk covers a presentation by Christopher Bouey, an architect with Architecture 49, regarding a proposed multi-purpose facility to replace the Richmond Arena. The presentation took place during Richmond Municipal Council’s committee-of-the-whole meeting on February 11 in Arichat.

Following the meeting, Strait Talk Civic Journalist Jake Boudrot spoke with Warden Lois Landry and Deputy Warden Brent Sampson to gather their insights on the proposal and its potential impact on the community.

Bouey explained that his firm began a feasibility study for the proposed facility more than a year ago, carefully considering the community’s needs and potential challenges. He noted that a group of experts was brought in to assist with the project. As the lead architect, he was responsible for the facility’s design, while WSP contributed their expertise in planning and environmental engineering to handle both the community engagement process and the energy modeling aspect of the project. Additionally, New Stadia Recreation, an operations specialist, was engaged to help assess the facility’s long-term sustainability.

Bouey said that Altus Ltd. was contracted to calculate the hard costs of the building to determine the project's financial feasibility. The facility is estimated to cost more than $43 million, a significant investment for the region. The proposed design features a thoughtfully planned layout aimed at maximizing functionality and community benefit. The first floor of the facility is expected to house a full-sized gymnasium, an enclosed change room, washrooms, storage spaces, a spacious lobby, food services, a concession area, open office space, a performance space, an NHL-sized ice surface, and six change rooms for teams and officials. The second floor is designed to complement the main level by offering additional community-oriented spaces, including an elevated walking track that provides a year-round indoor fitness option, a hospitality space with a kitchenette for hosting events, and a boardroom for meetings and gatherings.

During the discussion, Bouey emphasized that the facility is being designed with both functionality and sustainability in mind. The energy-efficient features proposed by WSP aim to reduce operational costs and ensure long-term viability. He also highlighted the importance of community feedback, noting that public engagement sessions have played a key role in shaping the project’s vision. Council members acknowledged the scale of the investment and discussed potential funding opportunities, including provincial and federal grants, as well as partnerships with local organizations and businesses.

As the project moves forward, additional consultations and refinements will be made to ensure the facility meets the needs of Richmond County residents. Warden Landry and Deputy Warden Sampson expressed optimism about the proposal, recognizing its potential to provide a much-needed recreation and community space for years to come.
