Visioning Gabriola part 2: An Animated Conversation about Housing for Gabriola Island's Official Community Plan
In the second part of our interview with Tobi Elliott and Susan Yates, the Islands Trust Trustees talk more about the review of Gabriola's Official Community Plan that is just getting underway, and some of the issues it raises.
The Islands Trust is a government body mandated by the Province of British Columbia to "preserve and protect" the islands and waters of the Salish Sea, between the mainland of BC and Vancouver Island. Elliott and Yates sit on Gabriola's Local Trust Committee, which will oversee the review along with Islands Trust staff.
Part 2 focuses further on affordable housing, the engagement process, and the effectiveness of the current OCP in guiding planning. The Trustees address concerns about housing for young people, the impact of short-term vacation rentals, and the need for increased density while still protecting the environment. They also explore the challenges of regulating large lots and the potential role of secondary suites. The discussion extends to the legislative complexities involving regional districts and advocacy policies.
Key moments:
00:49: Further discussion of the need for affordable housing, including for young people. The problem of short-term vacation rentals.
03:26: Addressing gentrification through denser housing on smaller lots, while still protecting the environment. Supporting "networks" over property ownership.
07:47: The complexities of working with other levels of government. The pros and cons of using a hotel tax to support affordable housing.
10:33: The current engagement process, and a new approach to gathering public input.
12:06 Does the OCP have teeth? The trustees discuss its role in shaping the Land Use Bylaws that provide enforcement powers.
