The City of Barrie is conducting a Ward Boundary Review to ensure fair and effective representation as the city's population has grown significantly since the last review in 2013. The review aims to address disparities in population distribution among wards, where the difference between the largest and smallest currently stands at approximately 6,000 residents.  

To lead the process, the city has engaged Zachary Spicer, a consultant and municipal electoral systems expert. Spicer explained to Simcoe Community Media that the review is designed to balance population numbers across wards while considering future growth projections up to 2034. The process also takes into account established neighborhoods, communities of interest, and natural or infrastructure boundaries to maintain logical and functional divisions.  

Public engagement is a key component of the review. A website will be launched with background information, a public survey, and educational materials. In-person meetings will also be held to gather community feedback. An interim report is expected in March 2025, with a final recommendation to City Council by June 2025. The city aims to pass a bylaw by December 31, 2025, allowing time for election preparations and potential appeals to the Ontario Land Tribunal.  

During a recent presentation to the Finance and Responsible Governance Committee at City Hall, Spicer outlined the study’s objectives and methodology. Council members raised concerns about ensuring accurate population counts, including consideration of unofficial housing units. They also discussed the importance of gathering input from businesses and other non-resident stakeholders.  

The review will not change the number of councilors or the mayor, which will remain at ten councilors plus the mayor. The analysis is based on 2021 census data, supplemented by planning data and future growth projections. The goal is to ensure that Barrie’s ward boundaries reflect current and future population trends while maintaining effective governance.
