In the August 16 Committee of the Whole meeting, Municipal District of St. Stephen Council engaged in a lengthy discussion regarding the urgent need for a winter shelter in light of the ongoing housing crisis affecting the community. The meeting shed light on the concerns raised by council members and the potential strategies to address the issue, with a focus on supporting organizations working towards providing shelter during the winter months.

Councillor Emily Rodas emphasized the importance of addressing the housing crisis and supporting organizations that provide shelter during the winter months. She stressed the need to provide alternatives to encampments, such as a warming centre as they helped realize last winter, to ensure that individuals seeking shelter have a safe and warm place to stay. Although some members of the community, and even some councillors, have expressed concern in past meetings that they believe the warming centre inspired more unsheltered people to relocate to St. Stephen, Councillor Rodas stated, "We're not going to attract anything more than we already have if we're just in a housing crisis."

Fire Chief Sean Morton echoed Councillor Rodas' concerns, acknowledging the approaching winter and the challenges it brings for people without shelter. He emphasized the importance of planning and being prepared for the upcoming winter to ensure a better experience for the community. Chief Morton stated, "We have to have conversations about innovative approaches to address any gaps in service levels during this winter."

Councilor Brian Cornish expressed concerns about the potential attraction of individuals from other areas to the encampments, potentially increasing the number of occupants beyond the council's initial estimations. Councilor Cornish stated, "We need to have some control measures in place, so we don't have an encampment that's overwhelmed."

The council members acknowledged the complexity of managing homeless encampments and the need for a comprehensive and thoughtful approach. While no final decisions were made during the meeting, the discussion was seen as a step towards addressing the issue and finding viable solutions.

As the council continues to explore potential strategies, further evaluations will be conducted to identify suitable properties and to prevent the encampments from becoming overwhelmed. The council aims to strike a balance between providing support and resources for individuals experiencing homelessness while maintaining the integrity and safety of the community at large.
